Task: To find out a culprit

Situation:We are in 2017. The French state decided to sell "le Louvre"  because it can no longer run it. All the people portrayed in the Louvre decided to unit to face the situation. They elected a representative group of six persons to think about  their future. Among the suggested ideas was the selling of the museum to a man called Bill who happened to be the richest man on earth. Only the people who were elected knew about it. The idea didn't please everybody among the group. One person decided to kill Bill. Who is it?
